"Who" questions ask about person/people.
[だれ・dare] is always a question. so when you hear "だれ・dare", the answer must include specific person/people.
You hear these often
- だれ・dare?⇒ who? : asking for "who"
- だれが・darega?⇒ asking for "who did~"
- だれに・dareni?⇒ asking "to whom~"
- だれの・dareno?⇒ asking "whose xxx"
- だれと・dareto?⇒ asking "with whom~"

Survival Tip
When you answer, "who" questions, "dare" is replaced by the answer word, and "ka?" of course is removed. In casual conversation, you can omit the part in ( ) below since it's a repetition.
Let's listen to some casual conversations. How much can you pick up?
だれ? ⇒ だれですか?(Who is it/he?) ⇒ わたしのせんせいです/my teacher.
dare? dare desu ka watasi no sensei desu
だれが? ⇒ だれがきましたか?【Who came?】 ⇒ みんな が(きました)/everyone.
dare ga dare ga ki masita ka minna ga (ki masita)
だれに? ⇒ だれにあいたいですか?【Who do you want to meet?】 ⇒ ともだちに(あいたい)/friends.
dare ni? dare ni aitai desu ka tomodati ni (aitai)
だれの? ⇒ だれのきょうかしょですか?【Whose textbook is this?】 ⇒ すずきくんの(です)/Mr. Suzuki.
dare no? dare no kyōkasho desu ka Suzuki-kun no (desu)
だれと? ⇒ だれとえいがをみましたか?【With whom did you see a movie?】 ⇒ おとうとと(みました)/brother.
dare to? dare to eiga o mi masita ka otōto to (mi masitaita)
